Barbara Jean Carter, of Lompoc, CA entered the gates of heaven on November 12, 2024, reuniting with the love of her life, husband, Randy Carter and father Pete Rizzoli.

Barbara was born on October 7, 1951 in Lompoc, CA to Pete and Ethel Rizzoli. She grew up in Lompoc with her sister Antoinette where she attended La Purisima Catholic School and graduated from Lompoc High School, Class of 69. Barbara was very active in school. She was on the drill team, she was a cheerleader, and she was co-chairman of the student activities. She enjoyed attending Friday night football games and going to the school dances after. She also loved cruising up and down Ocean Avenue.

Barbara began her banking career with First Valley Bank and retired as an Agriculture Loan Coordinator with Mechanics Bank after 40 plus years.

On May 17, 1982, Barbara married Randy Carter in Bowie, Arizona. After that day, you rarely saw one without the other. They spent the next 36 years making memories together. Barbara enjoyed Randy's cooking and all the trips they would take to watch the San Francisco Giants play baseball. Barbara and Randy enjoyed their time with Randy's son, Dylan Carter, and he became Barbara's right hand man when Randy passed away. Dylan took her to many Giants home games, became the handyman around the house, and she enjoyed time spent with him and his animals at his lake house.

Barbara was a member of the Antique Car Club of Lompoc and she enjoyed cruising around in her grandparents 1942 Plymouth, which she cherished. Barbara touched so many lives with her dedication to the Every 15 Minute Program at the local high school. She was a core member of the  program, a 2-day event to educate high school students about the dangers of drinking and driving. She enjoyed making  beautiful handmade blankets and gifts. Every new baby she knew received a beautiful blanket and she finished her last one just before her passing.

Barbra is survived by her mother Ethel Rizzoli, sister, Antoinette Gans and husband Al, and step-son, Dylan Carter. She leaves behind numerous cousins, and friends. Barbra knew no stranger. She is preceded in death by her husband, Randy Carter in 2018, father, Pete Rizzoli, and grandparents Mario and Judith Agnelli and Giovannia and Peter Rizzoli.

Barbara will be most remembered for her devotion to her mother and the wonderful times they shared and the care she provided.

In lieu of flowers, the family has requested that donations be made in Barbara's name to the Lompoc Valley Every 15 Minutes Program, c/o Lompoc High School Athletic Dept., 515 West College Ave, Lompoc, CA 93436.

A graveside service will be held at Lompoc Cemetery on December 7th, 2024 at 11:00 am. A celebration of Life will be held December 7th, 2024 from 2:00 pm to 4pm at the Schuyler River Bottom Ranch, 1330 East Barton, Lompoc, CA.
