Denise Robin Phelps, also known as Niecy, was born on August 16, 1964, in Brooklyn, New York, to the late Martha Ann Wise, and Robert Varaues Hall. She left us suddenly at the young age of 55, February 26, 2020, in Lompoc, California. Niecy was a beloved wife, mother, daughter, sister, grandmother, and friend.
In 1967, the family moved to Queens where she attended P.S 201 Elementary School, and I.S 237 Junior High School. She graduated from Hillcrest High School in Jamaica, New York, in 1982, where she was a booster cheerleader, and found her love for nursing. She continued her education in nursing, attending Queens Community College. After graduating, she moved to Lompoc, California, where she joined the Order of the Eastern Star, becoming Worthy Matron of Shanta #91. She met her husband, William Lynn Phelps, who shared her love of nature, and Masonic work. With her degree, she became a Lab Technician at Marian Regional Medical Center in Santa Maria. She moved to Lompoc Valley Medical Center, where she worked in the Radiology Department.
Niecy loved people and finding ways to bring them together. She was involved in many community events; the Central Coast All Girls Drill Team, the food bank of Lompoc, multiple BBQ fundraisers, Relay for Life Cancer Research, and a beloved member of True Vine Bible Fellowship. Niecy loved going to the beach, relaxing, enjoying nature, exquisite cuisine, and being around family and friends.
She is survived by her husband. William Phelps, her three children, Nikkea Gillespie, Nala Phelps, and Sean Davis, sister Victoria Hall, niece Cheyenne, and countless other family and friends.
A memorial service will be held at True Vine Bible Fellowship on Saturday, March 7, 2020, at 1pm.
