Luis was born August 10, 1966, in Lompoc, California. He attended Lompoc Elementary schools, Cabrillo High School and currently was attending the Lompoc Vocational Training Center (VTC).
Luis was a developmentally disabled adult who was more than special to those who loved him. He liked helping in the kitchen and loved going for a car ride, especially to Wal-Mart.
