Regina Stanley Todd, born March 8, 1951, in Portsmouth, Virginia, to the late William H. Stanley and Yvonne L. Stanley, lived a life centered on love, family, and faith.
Regina was raised in the close-knit community of Pinner’s Point,(Sugar Hill), where she developed strong roots and lasting relationships. She attended Morning Star Baptist Church on Virginia Avenue in Portsmouth VA, where her faith was nurtured from an early age. Regina later graduated from I.C. Norcom High School class of 1969 and continued her education at Norfolk State University.
Following her studies, Regina married and was blessed with one daughter, Carla D. Rabideau (Scott) whom she loved dearly. During those years after college, she relocated to California, where she devoted herself to raising her daughter and building a dedicated, hardworking life. During her time in California, Regina worked in various roles, including being among the first employees when Walmart opened in Lompoc, CA.
Regina found her greatest joy in her family. She cherished every moment spent with her grandchildren, Annaliese Todd and Schrena Leavy (Shawn Leavy), and her great-grandchild, Luna Leavy. Her love extended deeply to her sisters, Veryl Stanley Hines, Joann Stanley Rogers, and Annette Stanley, as well as to her many nieces and only nephew: William Stanley, Shanel Hines-Harris, Lateshia Rogers, Sharika Stanley-Perkins, Shaunta Rogers-Sheppard, Shekita Hines and a host of great-nieces and nephews.
Regina was truly a vibrant and joyful spirit—a “bubble of life” whose presence brought warmth and happiness to those around her. She loved wholeheartedly and valued time spent with her family above all else.
She will be deeply missed and forever remembered by all who knew and loved her.
A funeral service will be held on Saturday April 4, 2026 at 3 pm, at Starbuck-Lind Mortuary, private interment will take place at Lompoc Evergreen Cemetery.
